Beyond band-aids

New York City can end homelessness by redesigning the homeless service system to focus on permanent housing. We need a housing first system that minimizes the role of shelter by proactively giving New Yorkers the support they need to stay in their homes and, if necessary, helps them move into new, affordable permanent housing.
